Inequality in the Western Cape

Geagte Speaker, dankie vir die geleentheid om aan hierdie belangrike debat deel te neem.

Ek wil graag die Huis daarop attent maak dat die syfers en statistieke wat ek vandag aan u deurgee gemeet moet word aan die feit dat die Weskaap vanaf 1996 tot 2011 met 47.2% gegroei het en dat ten spyte van daardie geweldige groei, die lewering van dienste nogtans op prysenswaardige vlakke gelewer is.

Ons provinsiale mandaat is en bly om dienste aan ons 6 miljoen provinsiale burgers te lewer en meer spesifiek aan die 2 miljoen wat onder die armoede vlak moet lewe.

Die DA beheerde Weskaap Regering  spandeer 76% van sy 2013/14 begroting om armoede aan te spreek, beter en meer as ANC provinsies.

Die Stad Kaapstad gaan 56.8% van sy 2013/14 begroting aan armoede verligting gee en ‘n bedrag van R11,17 miljard gaan in die armer areas van die Stad  uitgegee  word. 

Die ANC lede in die raad het teen die begroting gestem, m.a.w hulle het hul werklike kleur gewys en gewys hul wil nie werklik arm mense help nie.

As DA Provinsiale regering is ons egter terdeë bewus van die ongelykhede in SA.  Ongelykhede wat aangespreek moet word.

Dit is ‘n geweldige uitdaging en daarom het jy ‘n uiters bekwame span nodig om die uitdaging van armoede die hoof te bied.

What is also very important is the promotion of service delivery between government spheres.

Legislation sets out clearly the inter-governmental relations and prescribes what the relations between the different spheres of government should be.

The Municipal Systems Act (Act 32 of 2000) promotes developmental local government and an integrated approach to such development requires co-operation.

Voorgenoemde wetgewing kom nie tot sy reg weens die afwesigheid van ons Nasionale ANC regering.

Munisipaliteite moet verseker dat daar ‘n reaktiewe, verantwoordelike, effektiewe en doeltreffende plaaslike regerings stelsel is. 

In dié opsig sal die deel van dienste tussen munisipaliteite ‘n massiewe bydrae lewer tot dienslewering en selfs op die langtermyn tot verhoogde lewensvatbaarheid.

National government in its own recent survey on performance has put this DA run province at the top of the list with 82%.

6 ANC run provinces have failed. 

The criteria by which the provinces were judged is also very interesting and in terms of ethics the DA run Western Cape achieved 90%.

In terms of fairness the DA run WC got 100% and more importantly in terms of representativity in the workplace in terms of race groups and gender equity, the DA run Western Cape was at the top of the list with 80%.

Toegang tot skole het ook tot 97.3 gestyg in die DA beheerde Weskaap in 2011.

Die Provinsie troon uit oor die ander 8 provinsies as dit by die lewering van basiese  dienste kom.

Daar is dus geen twyfel watter Provinsie nommer een in ons land is nie.

Die Provinsiale regering gaan ook R228 miljoen aanwend om nuwe boere te ondersteun

Die bedrag sluit in R10 miljoen vir die vestiging van 1036 huisvoedseltuine en 85 gemeenskapstuine.

Werkloosheid  en armoede moet aangespreek word.

Die werkloosheid syfer in SA 25% en in die Weskaap 23%

Hierdie Provinsie is egter nie net die voorloper in die verskaffing van basiese dienste maar ook die No 1 Provinsie as dit kom by die verskaffing van gratis basiese dienste.

Die Presidensie het ‘n Bestuurs Prestasie Asseserings Instrument en die assesserings is gebaseer op 31 bestuursstandaarde in 17 bestuursareas.

Die DA beheerde Weskaap het weereens homself onderskei van die ANC beheerde provinsies:

Mr Speaker, we also need to ask ourselves if we are really giving our people “value for money “?

The on-going viability of Municipalities over the medium and longer terms is a matter that requires more dedicated attention and energy as we go forward.

It remains of utmost importance that our municipalities are able to remain performing their functions as going concerns.  Only when they are in this space can they render on-going quality services to their communities.

Mr Speaker, in this vain, a number of critical actions can be taken.

Firstly, a relook at municipal organisational structure needs to occur.  A leaner and focused strategy will assist us to deliver these core services in the most cost effective way.

Secondly, Municipalities should and must collect all possible revenue that is due to them.  In this vain, however Municipalities are struggling to collect income from it residents.  

The growing number of households that are not able to afford these costs, in the light of the bigger macro financial challenges everybody faces, further complicates this compliance requirement.

Municipalities in the third instance, have to be more prudent and efficient with their expenditure patterns and ensure that value for money is received for the services paid for.  

This can only occur once municipalities work smarter with what they have, improve on the existing systems and controls and to monitor expenditure.

Lastly, Mr Speaker, the implementation of GRAP created an opportunity for setting benchmarks where municipalities are able to compare themselves against their peers.

The outcome of the exercise showed that each municipality has their own unique strengths and weaknesses.  The benchmarking exercise provides us now with a starting point from which we can measure growth and recession.

In closing, Mr Speaker it is important to note the following:

Corruption has a massive effect on dealing with poverty alleviation as well as service delivery and this country is now at a crossroads in this regard.

National Government must now face up to the serious situation this country is in.  The A.N.C’s disregard for good governance, rule of law and cadre deployment in general, have certainly contributed substantially to the predicament we are facing.

Die DA beheerde Wes-Kaap regering besef die uitdaging.

Ons besef dat ons ‘n verantwoordelikheid het teenoor die mense van die Wes-Kaap en veral diegene wat nie na hulself kan omsien nie.  

Die DA regering besef dat die enigste uitweg uit armoede is om die ekonomie te laat groei.  Die DA regering en DA leiers plaas al hul energie in die soeke na oplossings.

Die mense van die Wes-Kaap weet dat die DA beter regeer as die ANC en ons het al die bewyse, ek is trots om deel te wees van die DA wenspan.
